The Diplomatic Conference aims to adopt an international treaty protecting the intellectual property rights of audiovisual performers, such as film and TV actors and actresses.
The adoption of a new instrument would strengthen the precarious position of performers in the audiovisual industry by providing a clearer legal basis for the international use of audiovisual productions, both in traditional media and in digital networks. Such an instrument would also contribute to safeguarding the rights of performers against the unauthorized use of their performances in audiovisual media, such as television, film and video.
Thus, WIPO Audiovisual Performances Treaty to be signed in Beijing, China, will regulate the legal protection of fixed audiovisual performances of performers, including actors, singers, musicians, dancers and other types of artists who publicly perform these fixations.
Diplomatic Conference works will be attended by official delegations of WIPO Member States, of some governmental and non-governmental organizations invited by WIPO, other delegations that meet the conditions laid down in the Rules of Procedure of the Diplomatic Conference.
Moldova supported the appropriateness of adopting the International Audiovisual Performances Treaty which will enhance the level of protection of performers. In the works of the Diplomatic Conference in Beijing, our country will be represented by Mrs. Lilia Bolocan, Director General of the State Agency on Intellectual Property and Mr. Nicolae Damaschin, member of the Broadcasting Coordinating Council.
The composition of the Moldovan delegation which will participate in the Diplomatic Conference in Beijing, China, was approved by Government Decision no. 417 of 15.06.2012.
