The Government Decree No. 123 of 10.02.2009 on the State Support Program for Development of Small and Medium-Sized Enterprises for the years 2009-2011 was published in the Official Gazette No. 37-40 of 20 February, 2009. The State Program represents the basic medium-term political and socio-economic frame on the development of small and medium-sized enterprises and is based on values and principles of the modern business. According to data presented by the National Bureau of Statistics, at present the small and medium-sized enterprises from the Republic of Moldova constitute circa 98.3% of the total number of enterprises from the country. Thus, participation of small and medium-sized enterprises in the economy recovery process of our country is the key factor of its multilateral development.

According to the program, the strategic priorities of the state are:

• provision of a legislative and statutory frame favourable for the establishment and development of small and medium-sized enterprises;
• improvement of the financial medium for the small and medium-sized enterprises;
• promotion of the entrepreneurial culture and managerial performances of the small and medium-sized enterprises;
• development of competitiveness and internationalization of small and medium-sized enterprises;
• intensification of the dialogue between the Government and the private sector
