In the period from 18 to 21 November 2013, at the headquarters of the World Intellectual Property Organization (WIPO) in Geneva, Switzerland, were held the works of the 12th session of the Committee on Development and Intellectual Property.
The session was attended by representatives of 94 Member States and intergovernmental and 34 non-governmental organizations (with observer status), including UNCTAD, EU, OHIM, ARIPO, EAPO, EPO, WHO, WTO, AIPPI, etc. The Committee was chaired by Ambassador Mohamed Siad DOUALEH, Permanent Representative of Djibouti to the UN Office in Geneva.
In the current session of the Committee have been challenged several issues related to the achievement of the WIPO Development Agenda adopted by Member States in 2007. Discussions focused in particular on the degree of implementation of the Development Agenda Recommendations and, respectively, technical assistance projects called to ensure the fulfillment of WIPO commitments on the development dimension of the organization.
They reviewed the results of 17 technical assistance projects implemented or under implementation in 2012-2013. There were also presented a series of studies and evaluations conducted in these projects and also WIPO projects administration monitoring reports and other assistance activities targeted by the WIPO Development Agenda.
Member States are especially appreciated the development by WIPO of a Manual on the Delivery of Technical Assistance in the Area of Cooperation for Development and a Database that contains relevant information and reference documents on intellectual property technical assistance projects implemented by WIPO and Member States.
It was also presented the results of the Study on the International Mobility of Knowledge Workers and the Brain Drain and the Study on Patent and Public Domain. Member States have come up with a series of proposals for the years 2014-2015, especially those targeted on assistance projects on areas of priority interest for developing and least developed states.
Moldova supported the inclusion in the upcoming Biennium of WIPO assistance projects focused on the use of intellectual property objects and information in the area for business, especially those aimed at the use of geographical indications for the economic development of regions, support for creative industries and evaluation of their impact on the economy, access to patent information and support for innovation and technology transfer.
It should be mentioned that in 2014, in the Republic of Moldova is expected the implementation with the support of WIPO of two assistance projects, the first being focused on encouraging the use of geographical indications for the promotion of local products and the second on assessing the impact of creative industries on the national economy.
The Committee also took note of information provided by the WIPO Secretariat on the contribution of the organization to the Millennium Development Goals and urged WIPO to strengthen the cooperation with other UN agencies with a view to streamlining its efforts aimed at achieving the development goals.
Due to the lack of consensus, on two of the topics included in the agenda of the Committee decisions have not been taken. Thus, the decision on the terms of organizing an International Conference on IP and Development and the conditions for preparing an Independent Review evaluating the implementation of the WIPO Development Agenda Recommendations will be taken at the next session of the Committee, the Member States will agree during the informal discussions on the terms of reference of these two activities.
Committee’s work culminated in the organization on the day of 22 November 2013 of the second WIPO annual conference on South-South cooperation on intellectual property and development. The conference was focused on the results obtained in the implementation of the Action Plan on strengthening the cooperation on intellectual property between the states parties to the inter-regional South-South project.
